Human Resources Consultant - Arabic Speaker

Job Role Summary

We are seeking a highly skilled Human Resources Consultant with 8 to 10 years of experience specializing in organizational structure, organizational redesign, job description (JD) writing, governance, and startup activities within government entities in Qatar. The ideal candidate must possess deep expertise in HR consulting and have successfully led similar initiatives in the public sector. The consultant will play a pivotal role in advising and implementing best HR practices to enhance efficiency, compliance, and organizational effectiveness.

Roles and Responsibilities

  • Lead the design and implementation of organizational structures for government entities in Qatar.

  • Develop and execute organizational redesign strategies to align with business objectives.

  • Craft and update job descriptions in accordance with best practices and industry standards.

  • Establish and enhance governance frameworks to support HR policies and procedures.

  • Provide strategic HR guidance on workforce planning, talent management, and succession planning.

  • Support startup activities including HR policy formulation, compliance frameworks, and operational HR setups.

  • Conduct benchmarking exercises and market research to recommend HR best practices.

  • Ensure HR practices align with Qatar Government HR Law and regulatory requirements.

  • Collaborate with key stakeholders to drive change management initiatives effectively.

  • Offer insights and recommendations on HR technology solutions for streamlined operations.

Competencies, Skills, and Experience

  • 8 to 10 years of relevant HR consulting experience, specifically within government entities in Qatar.

  • Strong expertise in organizational structure design, workforce planning, and governance.

  • Demonstrated ability in organizational redesign and HR framework development.

  • Proven experience in job description (JD) writing and evaluation.

  • Strong analytical, problem-solving, and decision-making skills.

  • Ability to manage multiple projects with a keen eye for detail and quality.

  • Excellent communication, stakeholder management, and negotiation skills.

  • Ability to work in a fast-paced, dynamic environment and provide immediate value.

Education, Academic Qualification, Certifications

  • Bachelor’s or Master’s degree in Human Resources, Business Administration, or a related field.

  • CIPD (Chartered Institute of Personnel and Development) or SHRM (Society for Human Resource Management) certification is mandatory.

Language and Other Selection Criteria

  • Arabic (Native Proficiency) is mandatory.

  • Proficiency in English (spoken and written) is highly preferred.

  • Must be available for immediate joining.

  • Strong understanding of Qatar Government HR Law and government entity operations.
