To lead the end-to-end procurement and contract lifecycle management for a Government Entity, ensuring legal compliance, risk mitigation, and alignment with State Audit Bureau recommendations. This role will focus heavily on drafting, reviewing, negotiating, and managing contracts, especially those with legal implications.
Lead drafting and legal review of procurement and contract documentation (RFPs, RFQs, Tender Documents, Agreements).
Ensure all procurement contracts comply with Qatari Civil Service Laws, Executive Regulations, and internal governance.
Manage procurement processes for high-value and strategic procurements, including legal due diligence.
Advise internal stakeholders on legal and regulatory risks related to contracts, tendering, or vendor performance.
Conduct contract negotiations, coordinate legal vetting, and oversee signing protocols.
Establish and maintain the contracts register and contract performance monitoring system.
Ensure compliance with SAB audit findings on tendering, contract execution, and vendor evaluation.
Draft procurement policy templates, SOPs, and legal clauses for inclusion in standard documents.
Provide legal input during bid evaluations and award recommendations.
Support legal dispute resolution related to contract breaches or procurement violations.
Bachelor’s Degree in Law, Business Administration, or Procurement (Master’s Preferred).
Legal training or certification in Contract Law (Qatar/International).
Minimum 8 years in procurement and contracts, with at least 3 years in a legal/contracts advisory role in a government or semi-government entity.
Knowledge of Qatar’s Civil Human Resources Law and Cabinet Decision
Fluent in Arabic and English (both written and spoken) preferred.
