Change Management Specialist

Purpose of the role

Drive the adoption side of the programme. Governance frameworks fail on behaviour, not on design, and this role exists to prevent that outcome.

Key responsibilities

  • Conduct change impact and organisational readiness assessment across affected functions.
  • Build the change management strategy and plan covering the full programme duration.
  • Perform stakeholder mapping, influence analysis and resistance assessment.
  • Design and run the communications plan, including messaging for executive, middle management and operational audiences.
  • Establish and support a data champions or change agent network.
  • Design the data culture uplift approach and the interventions that support it.
  • Define and track adoption metrics, and feed them into the data maturity and trust index reporting.
  • Work jointly with the training workstream on capability building and reinforcement.

Mandatory requirements

  • Minimum 5 years of experience in relevant change management roles on projects of similar or larger scale.
  • Delivery experience in the MENA region.
  • Experience in the Power and Utilities sector.
  • Fluent professional English.

Advantageous

  • PROSCI ADKAR certification, CCMP, or equivalent.
  • Arabic language capability, strongly preferred for this role given the operational audiences involved.
  • Experience with culture change in government-owned or heavily unionised or nationalised workforces.
  • Prior work on data culture or data literacy programmes specifically, rather than system rollout change only.
